Examples of Over the Top Networks are: hulu, Netflix, WWE Network, etc. In cable we have the IFC (Independent Film Channel) and the Sundance Channel. Let's face it, YouTube ain't cutting it. Time for an Indie OtTN.
1) Have a cool name! Personally I'd make it a self-explanatory name, unless you have a ton of money for branding. Netflix, flix on the net, right? How about Digi-Indie or IndieDigi. Or whatever, you get the idea.
2) Stout user friendly site, fast streaming player, etc. I.E. have your tech on point.
3) Land a big fish exclusive series. I don't care if you have to promise 50% ownership. Whedon, Zuicker, have dipped a toe. There's gotta be someone else out there.
4) Amass a library of shoes for people to watch while waiting for your exclusive originals to air. See JST and Koldcast, that's pretty much all they are.
5) Market the hell out of it. I'm not even kidding. This is the most important thing.
6) Start up capital. Never gonna happen, forget I mentioned the whole idea.

some things never change, people have been jumping off youtube since lonelygirl15 in 2006, right.
seems like with some big names and some money, you could start new channels every day. EQAL was ahead of its time, every Umbrella should have been an Over The Top Network!

An OTN for webseries simply wouldn't work. Web series are short things you watch while sitting at work waiting for the copier to free up. (I assume that's what people do, I have a secretary so I don't actually make copies.) Also, webseries are short, Miles called them social shorts after all, which means you would need about a bajillion (rough estimate) to fill up an OTN.
A better solution, get on Netflix. That's it not really a great mystery, Netflix is the new YouTube. (Actually, I watch YouTube through my PS3 so there really isn't a big difference)
I actually think something like an old fashion serial (think Flash Gordon) would work really well on Netflix. Peeps love to bingwatch so people could just roll right through a serial say 5 to 7 minute segments and stop whenever they want or just keep going.
The only way an OTN will work is if there is massive amounts of content and even then after a while you're likely to exhaust what you want to watch. I canceled my Netflix for over a year because I'd seen every episode of Xena and I was good. I just got it back this month because it is snowing and they added Leverage.

I made a proposal to the IAWTV about approaching Netflix (among others, it was an ambitious outline) just after they announced they were doing House of Cards. In fact that's why I joined, to make that business proposal. I suggested getting in the door by getting the IAWTV award winners in their award winners section and then see where that led. They told me they had all their resources in the awards and that if I wanted to pursue it myself that I was welcome. If that was the case, what did I need them for?! I left shortly after. It's too late to go after Netflix. It's probably too late to go after hulu.

They need content, maybe they could even start a short form section.
